India – Developing an
Integrated Community Forest Management Programme
in Gujarat , Rajasthan and Andhra Pradesh

Successful cooperation between the National Bank for Agriculture and Rural Development (NABARD) and Kreditanstalt für Wiederaufbau (KfW) has led to a discussion and tentative agreement on the outline for an Indo-German Umbrella Programme for Natural Resources Management. A proposal for inclusion of an Integrated Community Forest Management Programme (ICFMP) under the Umbrella Programme has been jointly considered by NABARD and KfW and is the subject of this Feasibility Study (FS) undertaken by GITEC Consult GmbH and DFS Germany.

Consultants from the NR Group worked together with two nationals from India over a two month period to form a Feasibility Team.

The Feasibility Study has defined opportunities, challenges and constraints for forest based livelihood interventions within the existing framework of stakeholders, economic conditions, institutions and natural resource base. Based on an analysis of the potential and risks of Indo-German development cooperation targeting forest resources in India, the team has designed and proposed modules for participatory livelihood development on forest, common and private lands.
The proposal covers an 8 year period of investment and will involve both grant and loan financing.
The Feasibility Study has developed detailed suggestions on the design of the programme including; potential socio-economic and environmental outcomes, institutional arrangements and project locations. In particular, the role of capacity building and innovation will be integral for enhancing the impact of this work programme.
